andrea mitchell live in washington where we are awaiting hamid karzai and president obama who will be addressing reporters in the east room following their meetings on the pace of the u.s. troop withdrawals. one big disagreement? the white house suggestion this week of a zero option, a withdrawal of all u.s. troops after 2014 leaving no residual force at all, but, first, the big domestic issue here at home. what to do about gun violence. the white house is pushing back hard on suggestions that they do not believe they can win a ban on assault weapons, and are focussing on other options. in fact, a senior administration official tells me within the hour that an assault weapons ban and background checks are both going to be in the final set of proposals that go to the president despite all reports to the controversy. the nra president who met with vice president biden yesterday is drawing a hard line on assault weapons. >> we don't think that a ban on so-called assault weapons, which hasn't worked in the past, is going to work this time. we think manufacture those are feel good

you think about that? >> well i think that is a losing proposition for hamid karzai. it's a losing proposition for is too. look, this legal question of immunity may sound kind of abstract and technical but it's absolutely critical. the united states is not going to put its armed forces or its diplomats or its contractors under afghan law. they are representing sovereign american interests and our law controls. that's a point we have insisted on around the world for years. now this is a bargaining position by hamid karzai. tough negotiation can handle it but it is not something we should give in on. jenna: we didn't get that immunity from the iraqi government and we did withdraw all of our troops out of that country. do you think there's a real possibility that that could be the case in afghanistan? that we do not find common ground here? >> look, i think this is an excuse and think the obama administration which wanted to find a way not to keep our troops in iraq, wants to find a way not to keep our troops in afghanistan. i think this is a guaranty for a taliban takeover, resurgenc
, general, hamid karzai is meeting with the secretary of state and defense. is this a man we can really trust? >> well, i think you need to put president karzai in context. in my book, i think i give a unique view. they don't have political parties in afghanistan. he's been -- he's had his life attacked or attempts on his life three times and operates in a very difficult political environment and has an insurgency going. so i think if you put all of those factors in play, suddenly you get a better measure of the kind of what he has facing him. i'm not saying that president karzai is a perfect leader. but what i'm saying is we should try to understand that context and i think it can allow us to deal better with a leader like him? >> in your book you write this about the afghan president. hamid karzai was a man of strong emotions and loyalties rubbed raw sometimes to cynicism by long years and slowed to trust but chited to relationships. you spent a lot of travel time with him. bottom line, is he doing what he needs to do? >> well, i'm not on the ground to junl the current activities but

, with hamid karzai. he is on his way to washington already before his friday meeting with the president. mr. karzai gets the privilege of one of the only in-person meetings that secretary of state hillary clinton is taking all this week after she returned to the office this week following her very scary concussion and blood clot. of course, the job of replacing hillary clinton as secretary of state had looked early on like it was going to go to this woman, a current ambassador to the united nation, susan rice. susan rice is a long-time friend and ally of the president whose name was floated very early on as a favorite for secretary of state. ultimately, though, before anybody was nominated for the position, the white house sort of backed down from the prospect of nominating her. they allowed her to take her name out of the running when republicans attacked her for the grave, grave crime of saying something wrong on sunday morning talk shows. something that by the way turned out to be mostly correct. but never mind, they criticized her anyway, and the white house did not back her up in the f

president hamid karzai is in washington this week to meet with the president and other senior officials. this is an hour and a half. i am delighted to have you all. distinguished guests. it is pretty rare to get three extraordinary ambassador sitting next to one another. each has tremendous familiarity with the subject. the council has been working on these issues for a number of years. this is the fourth anniversary of our south asia center. some of you may remember a few years ago the council did a substantial report with respect to afghanistan. the then-head of the council became the national security adviser, jim jones. we followed up on the work continuously over the last several years. this is the latest installment, if you will. i think you all know we are at an inflection point, with respect to afghanistan. a lot of important decisions coming. president karzai is here to meet with president obama on friday. what is said here, i am sure, will shape the contours of that meeting. we have ambassador james dobbins, who was our u.s. ambassador to afghanistan, among many other things.
